AII Secretary General attending CEI Ministers of Foreign Affairs meeting in Trieste – 11-12 June 2019

The Ministers of Foreign Affairs of the CEI Member States held their annual meeting in Trieste (Italy) on June 11th-12th 2019 under the Italian CEI Presidency. The gathering - entitled Central European Initiative at thirty and towards the future: common vision, shared values, European standards, strong regional cooperation - was chaired by H.E. Enzo Moavero Milanesi, Minister of Foreign Affairs and International Cooperation of Italy. Security, fight against corruption, sustainable development, stronger infrastructure and energy sector connections were the topics discussed during the meeting. AII Secretary General, Ambassador Castellaneta, stressed that the AII as well as the “EU Strategy for the Adriatic and Ionian Region”, clearly share the same objectives as the Central European Initiative, namely to facilitate the integration process and to promote economic growth and prosperity in the region through concrete cooperation activities. “The AII, which will turn 20 years old next year, will continue to foster cooperation and synergies among our Participating Countries in topics which are the future of the Adriatic and Ionian Region, such as Blue Growth, Infrastructures and Connections, Sustainable Environment and Culture, but also anti-corruption, youth policies, and migration and the protection of unaccompanied children” said Ambassador Giovanni Castellaneta. (full speech here). The Meeting witnessed the adoption of the Trieste Declaration, including specific areas for further cooperation. In particular, two salient initiatives upon which to follow up were agreed upon, i.e. a possible establishment of a CEI Local Dimension; and development of a “CEI Agenda for the Youth”. Furthermore, the Trieste Declaration welcomes the recent signing of the Memorandum of Understanding between the CEI and the AII.

AII Round Table on Inter-university cooperation - Belgrade, November 20

The AII Round Table on Inter-University Cooperation in the Adriatic and Ionian Region will take in Belgrade, Serbia on the 20th of November 2019, organized by the AII Serbian Chairmanship together with UNIADRION. During the Round Table the following thematic topics will be discussed and debated: The situation of inter-university cooperation in the Adriatic-Ionian Region and Uniadrion cooperation proposals; Programs and tools to support interuniversity cooperation in education, research and technology transfer. AII Committee of Senior Officials – Belgrade 21 October 2019

The first AII Committee of Senior Officials under Serbian Chairmanship took place in Belgrade on October 21st back to back with the first session of the 10th EUSAIR Governing Board. The AII Permanent Secretariat Programme of the Activities was presented together with the Priorities and indicative calendar of events of the Serbian Chairmanship (for the period 1 June 2019 – 31 May 2020) emphasizing the important connection and integration with the “EU Strategy for the Adriatic and Ionian Region”, focusing on the interconnectivity sector (between the coastal areas and the hinterland of the Macroregion and vice-versa), on the dialogue with civil society and on responses to labour migration. Particular focus has also been reserved to several key priorities: infrastructure connectivity, promotion of cooperation in the areas of culture and creative industries, sustainable tourism and youth exchange, but also protection of the environment, blue growth and cooperation in the fields of science and education. Further topic discussed by Senior Officials was the report on the meeting of the Fora of Civil Society (Chambers of Commerce, Cities and Universities) plus the AII permanent Secretariat with the AII Serbian Chairmanship held in Belgrade on September 4th. AII Senior Advisor, Amb. Pigliapoco, highlighted that it was the first time in the AII history that a new Chairmaship in office met the Fora of Civil Society at its Ministry of Foreign Affairs. Meetings demonstrated a growing awarness of the role and the contribution that the Civil Society is increasingly bringing – also through their involvement in the AII Round Tables - to the EUSAIR Strategy process. The AII Secretary General also informed Senior Officials about the AII 20th Anniversary Celebrations. Amb. Castellaneta recalled that next year (2020) the 20th Anniversary of the Adriatic and Ionian Initiative and of the Charter of Ancona (signed on May 2000), which has represented a watershed after a period of difficult conflicts and crisis in the area, will take place. The aim of the celebrations is not only to recall the successes of the past, but also posing the accent on the future of the Initiative, on the interest that it continues to arise and on its "attractiveness", as demonstrated in recent years by the inclusion of new Participating Countries. AII ROUND TABLE ON ENERGY INTER-CONNECTIONS IN THE ADRIATIC-IONIAN REGION - BELGRADE, 20 NOVEMBER 2019

The AII Round Table on Energy Inter-Connections in the Adriatic and Ionian Region, organized by the AII Serbian Chairmanship together with the EUSAIR Thematic Steering Group 2, will take place in Belgrade on November 20th 2019. The main topic which will be discussed and debated during the Round Table is electricity and natural gas interconnections and markets through the Adriatic-Ionian countries. Focus is on new and proposed projects and regulatory measures for better regional integration. European Union priorities including response to global climate change, increasing digitalisation of the energy systems, and commitment to low-carbon energy technologies will be in the background. ROUND TABLE on LABOUR FORCE EMIGRATION - Belgrade, 21 November 2019

The AII Round Table on "Labour Force Emigration", organized by the AII Serbian Chairmanship with the support of the AII Permanent Secretariat, will be held in Belgrade on November 21st 2019 and will be chiared by the Minister of Labour, Employment, Veteran and Social Affairs, Zoran Đorđević. AII ROUND TABLE ON ENVIRONMENTAL PROTECTION - BELGRADE, 17 DECEMBER

The AII Roundtable on Environmental Protection on the topic "Development of joint management plans for cross-border habitats and ecosystems with particular reference to large carnivores", organized by the Serbian Ministry of Environmental Protection with the support of the Ministry of Foreign Affairs of the Republic of Serbia, the AII Permanent Secretariat and the EUSAIR Thematic Steering Group 3, will take place in Belgrade on December 17th 2019 (venue: Ministry of Foreign Affairs, Kneza Miloša Street no. 24 (room 208), Belgrade, Republic of Serbia). The scope of the roundtable is fully aligned with the ‘EU Strategy for the Adriatic-Ionian Region’ and its Action Plan and it will address the protection and preservation of terrestrial habitats and ecosystems by development of joint management plans, in particular transnational habitats and landscape elements of central importance for large carnivores. The discussion will put a focus on participating country commitments and obligations under national legislation, the EU nature protection acquis and the corresponding multilateral environmental agreements. AII SECRETARY GENERAL ATTENDING CEI HEADS OF GOVERNMENT SUMMIT IN ROME – 19 DECEMBER 2019

The Heads of Government of the Central European Initiative (CEI) Member States as well as high-level representatives of international and regional organisations and institutions met in Rome, at the premises of the Italian Foreign Ministry, on 19 December 2019 for their annual CEI Summit - the top political event in the framework of the Initiative marking the final phase of the Italian CEI Presidency. The event was chaired by Prime Minister of the Republic of Italy, Giuseppe Conte, in the context of the topic “European integration, regional cooperation and business opportunities”. In this context, Prime Ministers discussed the current challenges the region was facing, in particular with regard to the “EU Enlargement Fatigue”. They stressed that European integration was vital for strengthening the stability, prosperity and unity of the continent. Likewise, they also discussed how to boost economic integration, a complementary process to European integration, opening up to increased business opportunities and conducive to competitive market economies. AII Secretary General, Amb. Giovanni Castellaneta was also invited to participate to the Summit as representative of a regional organization, clearly sharing the same objectives as the Central European Initiative, namely to facilitate the integration process and to promote economic growth and prosperity in the region through concrete cooperation activities. In this regard, AII SG expressed deep disagreement and disappointment over the failure to agree on opening EU accession talks with Albania and North Macedonia. He assured that the AII and its Permanent Secretariat will act to continue to be an essential tool for fostering regional cooperation by further enhancing policy dialogue among the ten AII Participating Countries, continuing to support the European aspirations of the Western Balkan countries, thus representing an impetus to the enlargement and integration process. Amb. Castellaneta further reminded participants that next tear (2020) it will be held in Ancona the 20th  Anniversary Celebrations of the AII on April 20-24. II AII COMMITTEE OF SENIOR OFFICIALS AND 11TH EUSAIR GOVERNING BOARD HELD IN BRUSSELS - 18 FEBRUARY 2020

The second AII Committee of Senior Officials under Serbian Chairmanship took place in Brussels on February 18 back-to-back with the first session of the 11th EUSAIR Governing Board. After a brief report on the activities conducted so far under Serbian Chairmanship, AII Senior Officials discussed about the achievements of the Presidency up to now and the planned activities until the end of the Presidency in May. The Serbian Chairmanship presented to the CSO a productive calendar of upcoming activities that foresees: 3rd Trio Presidency (tbc); 42nd International Tourism Fair (Belgrade, 20-23/02/2020), in cooperation with the Chamber of Commerce and Industry of Serbia; 9th Energy and Investment International Days (Novi Sad, tbd), in cooperation with the Chamber of Commerce and Industry of Serbia; 4 EUSAIR Thematic Steering Groups meetings (March/April); AII Round Table on Youth Connectivity (Belgrade, 15-16/04/2020), in cooperation with the Serbian Ministry of Youth and Sport, in conjunction with the Exhibition – Traditional ornaments of the Adriatic-Ionian Region (conducted by the Museum of Applied Arts and Ethnographic Museum in Belgrade together with the Serbian Ministry of Culture and Information); AII Roundtable on “Trans-national tourist products as a way of connecting the coastline with the hinterland“ (on the topic of the Roman Emperors’ Route and Danube Wine Route“) (Belgrade, exact date tbd); AII 20th Anniversary of the Adriatic and Ionian Initiative (Ancona, 22-24/04/2020); 4th International Fair of Technics and Technical Achievements (Belgrade, exact date tbd), in cooperation with the Chamber of Commerce and Industry of Serbia; 87th International Agricultural Fair (Novi Sad, exact date tbd), in cooperation with the Chamber of Commerce and Industry of Serbia; 5th EUSAIR Annual Forum (Belgrade, exact date to be decided). Further topics discussed were the next Adriatic and Ionian Council/EUSAIR Ministers of Foreign Affairs meeting, the preparation of the Belgrade Declaration, the updated Rules of Procedures due to the entry of the Republic of San Marino in the AII and the organization of the AII 20th Anniversary Celebrations. The 11th Meeting of the EUSAIR Governing Board took place in Brussels on 18-19 February 2020.  As far as the core of the EUSAIR GB, GB acknowledged the implemented activities and outcomes of the Serbian Chairmanship’s Programme, as well as the outline of the 5th EUSAIR Annual Forum. The announcement of final dates (14-16 April or 13-15 May 2020) will follow soon. Other key topics discussed during the Governing Board were: the embedding process for the post-2020 and the ongoing preparation of the next programming period 2021-2027 by the representative sof Interreg ADRION. Furthermore, Amb. Castellaneta took the floor to report on the meeting of the CSO held the previous day and on the organization of the AII 20th Anniversary Celebrations. AII PERMANENT SECRETARIAT ATTENDING THE 14th PAM Plenary Session – ATHENS, 20-21 FEBRUARY

The AII Permanent Secretariat attended on February 20-21 the 14th Plenary Session of the Parliamentary Assembly of the Mediterranean. Over 240 delegates from 53 countries and international organizations gathered in Athens, Greece, to discuss about counterterrorism, MENA region, climate change and economy. The Parliamentary Assembly of the Mediterranean is the principal forum where the national Parliaments of the Euro-Mediterranean region deliberate to reach those strategic objectives towards the creation of the best political, social, economic and cultural environment and conditions for the fellow citizens of the Member States. At the opening, following a message by the United Nations Secretary General Antonio Guterres, delegates were briefed, among others, by the President of the Arab Inter-Parliamentary Union, the Assistant Secretary-General of the League of Arab States and by the Special Representative of the Director General of the World Health Organization. During the Plenary Session, PAM parliamentarians reviewed reports and vote the resolutions on the critical issues of concern, for the Euro-Mediterranean and Gulf areas, inter alia, the evolving threat by ISIS terrorists, the peace process in the Middle East, the national reconciliation process in Libya, the situation in North-Eastern Syria, the economic integration in the region, the challenges related to climate change following COP25, mass migrations and the promotion of Human Rights.
